Chinese Premier Li Keqiang will travel to Europe on Monday for a series of high-level meetings to consolidate China-Europe cooperation at a time when changes and uncertainties are rattling the European continent.
The visit, which will last till Friday, will take Li to Brussels for an annual gathering with European Union (EU) leaders, and to Croatia for an official visit and a leaders' meeting of China and Central and Eastern European Countries (CEECs).
This is the first overseas trip to be made by the Chinese premier this year and is set to inject new impetus into the China-EU comprehensive strategic partnership.
"We believe that this meeting will take the China-EU dialogue and cooperation to a new level, and strengthen the stability, mutual benefit and strategic significance of our relations," said Zhang Ming, head of the Chinese Mission to the EU.

Wife of Ghosn disturbed

The wife of former Nissan chairman Carlos Ghosn says she left Japan because she felt she was in danger following her husband's latest arrest.

Carlos Ghosn was arrested for the fourth time last Thursday on suspicion of aggravated breach of trust over Nissan funds sent to a dealership in Oman.
Carole Ghosn arrived in Paris and spoke with the weekly newspaper, Journal du Dimanche, which published her interview on Sunday.
The French newspaper quoted Carole Ghosn as saying that when her husband was re-arrested, Japanese investigators confiscated her Lebanese passport, computer and cell phone and asked her to agree to voluntary questioning.
She said she refused the demands on the advice of their attorneys.
Carole Ghosn said she left Japan on Friday evening, using a US passport. She said the French ambassador to Japan accompanied her to an airport boarding gate.
She also revealed that while freed on bail, her husband had a video taken of him making his case in English.
She was quoted as saying that he wanted to point out who was responsible for the circumstances he is facing. She said her husband's lawyers will soon make the video public.
Carole Ghosn has criticized the Japanese judicial system for the lengthy detention of her husband in what she sees as an attempt to get him to confess. In the interview, she reiterated the criticism and asked the French government to approach Japanese authorities.

Cyclonic circulation over northeastern parts of India coupled with an anti-cyclonic circulation over Bay of Bengal is likely to lead to weather instability in the region. Scattered rain or snow and thunderstorms is likely over Sikkim and Arunachal Pradesh. Widespread rain and thunderstorms are likely over Assam, Meghalaya, Nagaland, Mizoram, Tripura, and Manipur
The convergence of northwesterly winds from northern India and southwesterly winds from an anti-cyclonic circulation over Bay of Bengal form a shear line over Eastern India. These weather conditions are likely to cause widespread rain and thunderstorms over West Bengal. Similarly, Isolated rain and thunderstorms are likely over Bihar, Jharkhand and Odisha.
A Western Disturbance of north India is likely to cause scattered snow or rain and thunderstorms over Jammu & Kashmir and Himachal Pradesh. Isolated snow or rain and thunderstorms are also likely over Uttarakhand.
Isolated rain and thunderstorms are also possible over Haryana and Uttar Pradesh. Meanwhile, a cyclonic circulation, induced by the WD, which is located over Rajasthan will lead to dust storms in Delhi and NCR.

Carlos Ghosn quits Nissan

The former Nissan chair back in custody just a month after being released on bail.

Nissan shareholders have removed former Chairman Carlos Ghosn from the company's board.
Ghosn no longer holds any post at the company, ending a nearly two-decade relationship.
At an extraordinary shareholders meeting, Nissan President and CEO Hiroto Saikawa apologized for the scandal, which has seen Ghosn hit with several allegations of financial wrongdoing.
Saikawa said that regardless of how cleverly the wrongdoing was carried out, past and present management, including him, are taking their responsibilities extremely seriously.
Saikawa reiterated that he will strive to restore public trust in the automaker. But that may not be enough. Some shareholders asked top managers to take more responsibility.
Shareholders appointed Renault Chairman Jean-Dominique Senard as a new board member.
That completes the review of Nissan's management as it tries to start a post-Ghosn chapter.
The board also kicked out Greg Kelly, a former top aide to Ghosn who has also been charged with financial wrongdoing. Ghosn and Kelly deny all the charges against them.

The Association for Democratic Reforms (ADR) commissioned perhaps the largest ever Voter Survey in any country. The survey was conducted between October 2018 and December 2018, prior to the General Elections to the Lok Sabha 2019. It covered 534 Lok Sabha constituencies with 2,73,487 voters participating in this exercise spread among various demographics. The three main objectives of this survey were to identify the following: (i) voters’ priorities on specific governance issues, (ii) voters’ ratings of the government's performance on those issues, and (iii) factors affecting voting behaviour.

Focusing on Assam, this report provides an analysis of 10 most important governance issues as rated by the voters of Assam (out of the 31 listed in the questionnaire). These voters’ priorities are further examined in relation to the performance of the Government on those issues as perceived by the respondents. A three-level scale of GOOD, AVERAGE and BAD was used, where GOOD was given weightage equal to 5, Average was weighted 3 and BAD was weighted as 1.The survey covered approximately 7,000 respondents across all 14 constituencies in Assam. 

KEY FINDINGS

§   The Assam Survey 2018 shows that Better Employment Opportunities (47.99%), Better Hospitals/Primary Healthcare Centres (45.78%), and Better Roads (34.56%) arethe top three voters’ priorities in overall Assam.
§   The performance of the government on all top three voters’ priorities of Better Employment Opportunities (2.04 on a scale of 5), Better Hospitals/Primary Healthcare Centres (2.08), and Better Roads (2.30) was rated as Below Average. 
§   In rural Assam, top most voters’ priorities were Better Hospitals/Primary Healthcare Centres (51%), Better Employment Opportunities (45%), and Agriculture Loan Availability (44%).
§   The performance of the government on rural voters’ priorities of Better Hospitals/Primary Healthcare Centres (2.12 on a scale of 5), Better Employment Opportunities (2.08), and Agriculture Loan Availability (2.08)  was rated as Below Average. 
§   In addition, the government has performed poorly in providing Agriculture Subsidy for Seeds/Fertilisers (1.97) and Availability of Water for Agriculture (2.05) in rural Assam.
§   For the urban voters in Assam, the top most priorities were Better Employment Opportunities (55%), Better Roads (50%), and Lower Food Prices for Consumers (39%).
§   The performance of the government on urban voters’ priorities of Better Employment Opportunities (1.93 on a scale of 5), Better Roads (2.15), and Lower Food Prices for Consumers (1.97) was rated as Below Average.
§   In addition, the government has performed poorly in providing Electricity for Domestic Use (1.94) and Better Hospitals/ Primary Healthcare Centres (1.99) in urban Assam.
