    “Fuentes, exposición y riesgos asociados a los desechos eléctricos y electrónicos”, Silvia Lacorte

    Sinopsis:
     
    Los residuos electrónicos (e-waste) se refieren a los equipos de consumo y el comercio electrónico que están cerca o al final de su vida útil. Se aplica a ordenadores, televisores, aparatos estereofónicos, fotocopiadoras y máquinas de fax, entre otros productos electrónicos. Aunque muchos de estos productos pueden ser reutilizados, reacondicionados o reciclados para reducir el volumen que va a disposición, los descartes más electrónicos están a menudo inadecuadamente tratados. Se ha divulgado que dos tercios de los residuos eléctricos y electrónicos en la Unión Europea van a los rellenos sanitarios y sitios de tratamiento sub-estándar en o fuera de la Unión Europea. Tratamiento inadecuado de residuos electrónicos representa riesgos ambientales y de salud.
    En esta conferencia, varios aspectos relacionados con los desechos electrónicos serán presentados y discutidos. La generación de desechos electrónicos procedentes de diferentes países permitirá tener una visión general de la magnitud del problema. La globalización de la  gestión la basura electrónica es un nuevo reto y un problema que se tiene que resolver teniendo en cuenta los aspectos sociales, políticos, económicos, ambientales y de salud. La electrónica moderna puede contener hasta 60 elementos diferentes, que van desde los metales, materiales ignífugos, el plástico y el vidrio, entre otros, muchos de ellos son valiosos, algunos son tóxicos y algunos son ambas cosas a la vez. Las Técnicas de reciclaje serán discutidas, de acuerdo con las legislaciones europeas o de otro tipo que definen las condiciones y plazos para la eliminación de los residuos electrónicos y su tratamiento. Por otro lado, el incontrolado descarte o manejo inadecuado de residuos y su reciclaje genera importantes emisiones peligrosas, con graves consecuencias para la salud y el medio ambiente. En primer lugar, las emisiones primarias o compuestos capaces de migrar de lixiviación de residuos electrónicos serán identificados. Además, las emisiones tóxicas secundarias y terciarias se discutiran en términos de compuestos generados durante el tratamiento de los desechos electrónicos. Dependiendo de las propiedades físico-químicas de estos compuestos, algunos pueden filtrarse al agua o pueden ser absorbidos por el suelo o el sedimento, mientras que los compuestos más volátiles son emitidos a la atmósfera. Los efectos que pueden ocasionar al medio ambiente se resaltará. Finalmente, los riesgos de salud asociados con el manejo inadecuado de estos materiales serán también discutidos, ya que en la mayoría de los casos, existe una falta de conocimiento sobre los efectos que los metales y compuestos orgánicos asociados a los desechos electrónicos pueden causar a los seres humanos, especialmente, a los bebés.
     
    Biografía: La trayectoria científica de Silvia Lacorte consiste en el desarrollo y validación de metodologías analíticas para la determinación de compuestos orgánicos en muestras ambientales y su aplicación para llevar a cabo múltiples estudios de vigilancia ambiental encaminados a estudiar el transporte, acumulación y degradabilidad de los contaminantes y evaluar los efectos que causan sobre el medio ambiente. Autora de más de 100 artículos científicos y capítulos de libro y ha participado o coordinado varios proyectos nacionales y europeos. Acutalmente es vocal de la comisión del area de Ciencia y Tecnologías Químicas del CSIC.

    Synopsis:

     
    Electronic waste (e-waste) refers to consumer and business electronic equipment that are near or at the end of its useful life. It applies to computers, televisions, stereos, copiers, and fax machines, among other electronic products. Although many of these products can be reused, refurbished, or recycled to reduce the volume that goes to disposal, most electronic discards are often inappropriately treated. It is reported that two thirds of electrical and electronic waste in the European Union go to landfills and to sub-standard treatment sites in or outside the European Union. Inadequately treated e-waste poses environmental and health risks.
    In this conference, several aspects related to e-waste will be presented and discussed. The generation of e-waste from different countries will permit to have an overview of the magnitude of the problem. Global managing the e-waste is a new challenge and a difficulty that has to be resolved considering social, political, economic, environmental and health viewpoints. Modern electronics can contain up to 60 different elements, ranging from metals, flame retardants, plastic and glass, among others; many are valuable, some are hazardous and some are both. Recycling techniques will be briefly discussed, according to European or other legislations which define the conditions and terms for electronic waste disposal and treatment. On the other side, the uncontrolled discarding or inappropriate waste management/recycling generate significant hazardous emissions, with severe impacts on health and environment. First, primary emissions or compounds able to migrate of leach from electronic waste will be identified. Also, secondary and tertiary toxic emissions will be discussed in terms of compounds generated during the treatment of e-waste. Depending on the physico-chemical properties of these compounds, some can leach to water or adsorb to soil or sediment, while more volatile compounds are emitted to atmosphere. The effects they may cause to the environment will be highlighted. Finally, health risks associated with the improper handling of these materials will be discussed, since in most cases, there is a lack of knowledge on the effects metals and organic compounds associated to e-waste can cause to humans, especially, to infants.
     
    Biography:The scientific carreer of Silvia Lacorte consists of the development and validation of analytic methodologies to determine organic composes and environmental samples and their aplication to develop different research studies of environmental survelliance aimed to study the transport, accumulation and degradability of the contaminating actives and evaluate the effects they cause upon the environment. She’s the author of more than 100 scientific articles and book chapters. She has participated and coordinated different national and European projects. She is currently the speaks person of the commission of the department of Science and Technology from CSIC .

  • Gujarat Fights Against Poverty: Gujarat Chief Minister Narendra Modi has announced the formation of new tribal district of Chhota Udepur at a massive tribal rally held at Chhota Udepur taluka of vadodara district, on Monday. 
    This 28th district of Gujarat will start functioning from January, 26, 2013. He also announced two ambitious irrigation projects worth Rs. 4000 crore that will cover one lakh hector land on the tribal belt of the State. 
    He said that by organising one thousand Garib Kalyaan Melas so far, we have benefitted 85 lakh poor families of Gujarat by distributing the assets and schemes worth Rs. 12500 crore.

Vishwa Hindu Parishad(VHP) today called upon a meeting of all hindu relegious, social and cultural organisations of the national capital region and passed a resolution for immediate demolition of the illegal structure in Subhash park opposite red fort in new Delhi. According to shri Satyendra Mohan, secretary General VHP Delhi the resolution stated that by 23rd of this month if the structure made illegally on the wall of our Pandav era Temple not removed, the Hindu Organisations would gherao the commisssioner of police-Delhi to remind him about his duties.

Two-Day International Workshop on Patient Safety and Drug Detection Technology Began in New Delhi
Two-Day International Workshop on Patient Safety and Drug Detection Technology began in New Delhi today. Organised by the Ministry of Health and Family Welfare, Government of India, World Health Organization Country Office for India and Partnership for Safe Medicine (PSM) India, the workshop seeks to share information on the appropriate use of detection technologies, and discuss global cooperation related to the use of detection technologies to promote drug safety. This is the first of its kind International meet on ‘Patient Safety and Drug Detection Technology’ in the country. Shri Sudip Bandyopadhyay, Minister of State for Health & Family Welfare, Government of India was the Chief Guest on the occasion.
Addressing the inaugural programme, Shri Bandyopadhyay said that India is now regarded as the ‘Pharmacy of the developing world’ and India is the 3rd largest in volume and 12th largest in value. “Our current focus is to strengthen policies related to drug regulation and the regulatory framework. We propose to augment the regulatory capacities, both in the drug and food sectors in the 12th Five Year Plan.” “I am sure the workshop will be able to provide a blueprint in this regard”. He added.
“Being a federal state where regulatory enforcement is done by the States, we need to ensure that we have effective systems in place in each State. We are going to scale up the capacity of enforcement at the State level during the 12th Plan period which is from 2012-17” said Dr Arun Kumar Panda, Joint Secretary, Ministry of Health & Family Welfare.
Addressing the inaugural programme, Shri P. K. Pradhan, Secretary to the Government of India, Ministry of Health & Family Welfare said that “there is need to build the capacity of the drug regulatory authorities, for enhanced detection of spurious medicines.” “There is also a need to further strengthen the efforts, create a database, step up vigilance, strengthen laboratories in the country, including spreading awareness about the antimicrobial resistance etc. amongst the consumers, and to further develop brand India,” he added.
“Stringent regulatory control of medicines and enforcement by national medicines regulatory authorities can contribute significantly to prevention and detection of spurious medicines”, said Dr Nata Menabde, WHO Representative to India.
Dr Jagdish Prasad, DGHS, Government of India, Ministry of Health & Family Welfare in his address, highlighted the public health impact of spurious medicines.
Shri Bejon Misra, Founder Director, Partnership for Safe Medicines (PSM) India said, “Monitoring of, and control over the pharmaceuticals ought to be more stringent since it concerns health of the citizens and especially in those cases where even minor lapses can lead to losses of life. But, unfortunately we, in India do not have adequate regulations to check such malpractices. The industry uses technology only to check brand protection and market share. That has to change in the interest for consumers.
It may be mentioned that spurious medicines pose a public health risk. The Mashelkar Committee Report in 2003 highlighted the issue of spurious medicines and made proposals to upgrade the Indian Drug Regulatory Standards and Guidelines to international standards so as to tackle the problem of spurious medicines. These medicines may erode public confidence in health care systems, health care professionals, suppliers and sellers of genuine drugs, pharmaceutical industry and drug regulatory authorities.
Shri Wajahat Habibullah, Chairman of Partnership for Safe Medicine (PSM) India presided over the inaugural programme. Participants in the workshop included key Government officials, regulatory bodies and civil society groups. The workshop also witnessed participation from international speakers from WHO, EDQM, USFDA, NAFDAC, Nigeria, Argentina, World Bank, France, Singapore, USA, UK, Thailand and eminent speakers and representatives from industry federations in India.

Indian Airspace will soon have Full Radar Coverage above 30,000 Feet, says Civil Aviation Minister

Indian Airspace will very soon have full Radar coverage above 30,000 feetwith the completion of installation of 9 Mono-Pulse-Secondary-Surveillance-Radars with the existing Radar infrastructure. This was stated by the Civil Aviation MinsiterShriAjit Singh while addressing the42nd General Assembly of International Federation of Air Traffic Safety Electronics Associations (IFATSEA) in New Delhi today. Shri Singh added that this will be complemented effectively by ATC Automation Systems being installed at 38 Airports. He informed taht the networking of Radars has been accomplished for Chennai Flight Information Regions (FIRs) and is in the pipeline for other FIRs. Stating that the efficient and safe Air Navigation Services is no more a dream for Indian Civil Aviation Sector, Shri Singh said that Air Traffic Flow Managementis another ambitious plan to reduce the traffic congestion over Indian Air-Space.
Shri Singh said thatfor maintaining safety,critical real time CNS-ATM system at their optimum performance level is vital. He said thatthe CNS Maintenance Engineers or “Air Traffic Safety Electronics Personnel (ATSEP)” as they are now calledplaya safety critical role.The Minister underlined that the challenges to maintaining the CNS equipments and facilities are effectively overcome by CNS Maintenance Personnel by constantly updating knowledge throughtraining and through innovations carried out at the “Specialized Maintenance Centers”. He said, besides maintenance responsibilities and running training facilities, ATSEPs are also involved in installation of procured Navigational Aids and Instrument Landing Systems and in conducting routine and commissioning flight calibration of installed CNS facilities. Shri Singh added that these units enable value addition in maintenance aspects besides economic savings.
The Minister pointed out that while maintenance issues everywhere may largely be the same, some Air Navigation Service Providers like Airports Authority of India may be investing more in human resources than being capital intensive in their Maintenance Philosophy.He expressed hope that the brainstorming sessions at the General Assembly of IFATSEA will provide more effective and efficient ways to synergize maintenance concepts and to evolve global standards.
Eminent persons, professionals, manufacturers, suppliers and delegates from the member countries are meeting at the five day General Assembly of the IFATSEA in New Delhito exchange information and share their knowledge in aviation sector.
